T-mobile Line on US promos are far and few between now and haven't seen any for a long time so this is as good as it gets. I ordered 2 new lines at Costco and they were aware of the offer. I have Go5G Plus but it may be available in other plans too. The promotion code is ID250574. There is 800 dollar off in Samsung Galaxy S24 series and up to 1000 off on Google Pixel 9 pro and higher. Of course in 24 monthly credits.
Costco has $150 gift card per line for adding a new line and $50 per line for porting a number. So you can get up to $200 per line.
If you are like me with 8 lines from previous free promotions (if you have 7 or 8 lines) with this promotion your plan will change to 9-12 lines and depending upon how many free lines you have, your bill may go down instead of going up. Line 9-12 are $45 each but your all free lines will get discounted at $45.

1) BOGO for the service is available on many different plans, so you add one new paid line and you get a second line free. So most will qualify for this portion of the deal if you already have a post-paid account. Sorry, I don't have a list of which plans do/don't qualify. If you're not an existing customer, then it's 3rd line free (pay for 2 and the 3rd is free) -- these promos don't stack so it's not possible to get 2 free lines during any single promotional period (but promos change every few months so you can get in on the current and next one which is how people get many free lines). This part of the deal is not unique to Costco and is available from T-Mobile.
2) New lines on newer plans get device credits --and free lines also qualify, so that's where the 2 free (or deeply discounted) devices the OP mentioned comes from. 24-month payment plan required, and the credits are also spread over 24 months. This also is not unique to Costco.
3) New lines and/or device purchases at Costco are exempt from the $35 activation fee, and each new line with device purchase is eligible for a $150 gift card rebate, plus another $50 gift card if you also port a number from another major carrier. This IS UNIQUE TO COSTCO (and I think some Sam's clubs with T-Mobile kiosks offer something similar to this, but don't know specifics).
4)The bill going down part is DEFINITELY YMMV - it's a billing loophole that happens when you hit 9 lines and have a good number of free lines. I will spare you the details, but you need to both cross the 9 line threshold and for the bill to go down you need about the same number of free lines and paid lines. For example I am at 4 paid and 3 free and thus this BOGO would take me to 9 lines. In my case, this would take my bill from $220 to $225, which is $5 for two more lines. If my paid / free were reversed (3 paid + 4 free) then the BOGO would decrease my bill by $5 rather than increase it by $5.
Again, just trying to help unpack this since there are lots of facets to this.

Was looking at doing the BOGO. Doing this would put me at 5 paid/5 free lines. What would my monthly price me? Some people were saying I need to original insider discount which I verified I have. I thought I calculated the price in the Reddit post and by using the document which was shared to me. Can anyone here confirm the price based on the information I provided in my Reddit post.
Discounts for first 8 lines:
Autopay - 40, 20% insider - 72, 4 free lines @45 per line - 180, Total - 292, Net price 108
For 2 additional lines (BOGO)
20% Insider - 9 (this could be 18, I am not sure), 1 free lines @45 - 45, Net - 36
Total price: 144 or it could be 135.
The other wild card is insider discount and depending upon how it is applied.
Then you add the cost of the MI line and the home internet lines, less any discount you get on those.
But even if it's $153 + $10 + $35, you'd likely be at $198
NOTE: OG Insider hasn't been available for a number of years, so there is a very select group of legacy customers that have this discount. The current Insider code is 20% off after the free lines come off (whereas the OG applies the 20% before, but still gives the full $45/line discount), so the OG version is better.

2 are fully paid
2 are totally free
4 are part of BOGO's
My total bill is $221 because I have internet ($35) and a $10 data line.
I just want to make sure my monthly bill decreases some when going to 10 voice lines before taking the plunge. It sounds like it will, but nobody seems to know and the document is helpful, but I don't completely understand it.

FWIW, I was also not on OG Insider but in my case, it would seem I have been converted to OG Insider but I will wait till my first bill arrives to confirm that. I could have been lucky and I would not count that as given to make my decision.
