No it hasn't. Stop spreading false information.
The lowest new has been is $1199 just once and that too was just a week ago.
That's excluding the sign up and Amex discounts, with those you can get it for this price or maybe lower.

This is practically new and by Dell directly and cheaper than brand new if you exclude those additional discounts.
