They're owned by the same company now, but Tire Rack includes 2 year road hazard, full replacement rather than pro-rated. I've used it 4 times and it's relatively painless. Discount Tire's free road hazard is pro-rated, or you can buy certificates for full replacement.

For people like myself who are on prepaid or a decent no-agreement plan, i guess buying an iPhone outright with no carrier from Apple is the way to go

I'm in California so for me the gas savings pays for my membership but after being a Costco member for 14 years now I can say that it isn't what it used to be.
