The popular 12TB hgst 520 deal is now $89, just 3 dollars less than this.

So far, there have been no failures.
However, that doesn't mean I recommend refurbished HDDs over brand new HDDs.
I bought a brand new WD HDD, and it failed after 1 or 2 years. Therefore, I always consider HDDs as non-permanent parts and ensure I am always ready for replacements.
Since most of my HDDs are 14TB and this deal is pretty good, I ordered one as a backup.

From what I've looked up its a Seagate Exos drive.

They may claim to scan but its short scan no doubt, a real scan takes about 2 days, so basically you get to do the QC work at this price.
Stupid idea or what????
People favor the hgst's, but those aren't on sale right now, and even those are fading because the smaller the refurb is the older a batch it tends to be.
Stupid idea or what????
But given every day the drive is used makes it a day closer to it's actual failure, it's always a good idea to plan for redundancy. That's why these often end up in a NAS that offers some form of parity protection. Plus you're also making backups, right?
