Edit: looks like the big one is, but conflicting info on the small one.
It's so ridiculous every single charger post becomes a gan debate. How many non gan Anker charger has failed on you? How many Anker non gan charger has gotten too hot to hold? If it's the size of a gan and has the charging capacity as gan then who cares?
And if recall correctly from another thread on this, Costco replied to someone who asked them if it was gan. They were told the vendor said they were both gan.

No expert but GaN do 2 things:smaller size and better temp control. Judging by the size, it is very very likely these are GAN. Traditional "consumer" tech wont get even close to this size with the stated wattage.
About why its not stated GaN Prime, i believe its that way for all the branded products sold in costco: always slightly different packaging,wording, model numbers to get away from accusations of selling below msrp/discounted price; and the nightmare of customers' price matching between different retailers.
