Yes, it is so that you can charge the unit while connected to pc. The PC does not provide enough juice to keep the unit from draining on it's own

I see it now, thanks. Seems like a no brainer for a cable that appears to do what it promises. I swear I've never seen a base product that has more shady 3rd party peripherals with shill reviews than the Meta Quest 3.

If you want to power a Quest 3 or 3s without two cables for sync/charge, you need a USB-C sync cable and a port that can push 18w or more (check your bios).
15watts or less will just slow the drain ( helpful but still not ideal )
