It makes it cheaper than a "sale" price on a harbor freight compressor. It's also cheaper than a lot of tire inflators, so if it's something you need then it seems like a good deal to me.

I had been looking for one for my son as a beginner unit for woodworking and mechanics. It was among the cheapest we found, most others were around 100 dollars.
The scfm of 0.65 is pretty low, if you have a small system with few zones it might take you all day. The goal to winterize is most water out of the system so it's subjective. I'd estimate about 10 charges per zone for my system, 4 zones, rough estimate of 200min of me running and sitting around; making me want to drink which would slow it down.
I rented the past few years and used 4-6gallon ones which would blow it out in 2 charges per zone. This year I bought this (on sale 139 from 159) https://www.homedepot.com/p/Husky.../302862402
Should pay itself off in 3 years. Might get some car tires attachments just in case

What's the space, and compressor requirement? I'd just get him an electric drill/table saw. But, If this is being used in close inside spaces, it'll be very loud and likely need to be recharged often leading to a failure due to oil free wear and tear. Look at the silent versions, and depending on application, larger or much larger capacity:
