If the primary member has never had a membership, could they add a second household member who *has* had a membership before (which recently expired) and still get the $45 GC? Would it be best to wait until after they get the GC to add the second household member, just to be safe?

I don't think adding a second household member will interfere with the 45 GC but it's just 2 weeks before you get the GC so I would suggest to wait unless you are in a hurry to add a household member.

I remember Costco.com doing promo for membership expired just 6+ months a year or two ago. will see if that comes back

Yes, there are a few promo codes (PARA24, SLICK24, MOVER) that still works on costco.com but they were for $20 shop card deals. Not sure what deals they are associated with now (PARA24 used to give $40 in August) as it just shows as -0.01 on costco's website.

If i buy membership card for $65 will i get $45 back in form of digital card that can be used for costco purchase? or $65 membership is $45 only and $20 as digital card for costco purchase?

Buy a membership for $65. Then, get a $45 digital Costco shop card (gift card).

These deals will never work for a customer if they use Costco annually with a membership. You would have to not use Costco personally for 18 months to apply lol
