At this price is a 4060 ($299), this 7700 ($370), or a 6800 the best one to buy? Looking to build a PC for my son to play games at 1080p with high frame rate (Fortnite, Rocket League, etc...). Our budget was around $300 for the gpu but could spend a little more if it give him a few more years out of it or allow him to do 1440 if he chooses to upgrade his monitor in the future.

I'm building a 1080p gaming with a similar budget. I really like the value in a 6750 XT if you can find one. The 7000 series of Radeon GPU's don't seem to offer a very good value (cost vs performance) over the previous generation 6000's. Just my 2 cents though.

The value can always be there if the price is low enough. I think more accurate wording is at this price point the older 6 series still provides more gaming performance at their current selling prices.
On the other hand you are giving up AV1 encoding and power efficiency in a 7 series vs the older 6 if that matters to the purchaser.

I looked up some old Black Friday ads from last year and it looks like the best "deals" were on the 6700xt at $330 and a 3060 at $250. Do you think it's safe to expect the 7700xt to drop to $330 this year and the 4060 at $250?

The 4060 is pretty poor value from a cost/performance PoV, but is by far the most power-efficient card of what you listed. That said he'd have to play games for over 8 hours a day every day of the year for the electricity costs to be high enough to validate the price of the 4060. The 6800 and 7700XT have identical performance, but the 6800 has more vram so if the price is the same the 6800 is the better-bet.

I will say that woot JUST had a 6700xt for $200 a few days ago and that's a killer price for a great 1080p card. My son plays Destiny 2 with a 6700XT system at over 200 FPS in 1080p -I'd say that gives you a bit of room for 1440p gaming in the future so long as you're fine with a 60-144fps sort of range.

if 7700 xt dropped down to 299-329~ it would be a no brainer, even compared to the used market
though you can still get rx 6800's for around 260~ used (it has 16gb vram, and performs the same or better)

A few questions about this vs the 6800, I think you'll be good with either. The 6800 will be marginally better (maybe 5%), and likely will stay that way since it has more vram. If you are someone who values the brand, I think powercolor is slightly better than the xfx 6800 I found for the same price (new on newegg), but I can't say that it wouldn't matter much unless one of them has better temps/fan noise or warranty, you'll have to look those up yourself if they're important to you.

If you are really on the fence, look up benchmarks for the game(s) you play most and see if your game(s) are a special circumstances.
