as of now, I can confidently declare that BoA's cash back portal is a total scam! It just NEVER works, even when following all of their instructions. If anyone has ever sucessfully gotten cash back from them without any hiccup, please enlight us all.

Not without a hiccup, but one that worked out better than without a hiccup.
On a similar 15% cb Amerideal for Newegg, my human got a new robotic litterbox.
No sign it was going to be paid for three weeks - didn't go pending. So, my human returned it to Newegg, assuming the CB was not going to be paid.
The cash back showed up a couple weeks later. It never was pending - went straight to paid.
If my human had not returned it, it probably would have been paid without a hiccup.
But, everything worked out for the best. My human got some extra money to buy tuna with, and still gets to appreciate my leavings.
IMO the only Bank of America offer worth using is the eBay one because it takes the 3% off upfront, so there's no mystery as to when or if the offer will actually credit.

Did next gen human check in next cycle bill if the 15% cb was collected.
They have not attempted to claw it back (at least not yet).

- The bonus was deposited to my BofA linked checking account on 9/20.
I am not saying this is repeatable. Most cashback sites are very careful to avoid paying bonuses on returned items. I'm not sure how or why this happened.
I normally get my discount back from BoFA but my only issue is woot. Since switching to basically a store front they make it harder to find what you are looking for in hopes you look at everything. Its not like the old woot where there is one item, or even the less older where there is one item per category. They need a search bar now.

Cannot be stacked with another CB site, and has all the annoying timing, pending, delays, and frustration of other CB sites.
