The 4070 is equivalent to a 3060 in terms of the nvidia chip generation advancement. Don't feel bad. The 4090 should have been 1200ish.

Of note, regardless of what you think about the republican candidate's proposed tariffs, it's probably a good idea to start looking into electronics now to buy as soon as you can in the event he wins. He's suggesting a hike on the already-in-place China tariffs as well as an additional tariff on other countries. This will result in drastically more expensive GPUs (and other tech) either forever, until the tariffs are allowed to expire, or until manufacturing moves to the US.

There's already a 25% duty on GPUs alone, set to expire May next year, but some of the proposed tariffs (a proposed 60% tariff on all imports from China, or up to 20% on goods manufactured elsewhere in the world) would apply on top of that already-existing tariff.

I get so tired of the contrived. GPU rat race and I cant really say most games look exponentially better than past games for the most part. I was lucky enough to get a 3070 for 100 bucks from a guy who wanted to upgrade and for now it's enough for me. You can get a mobo combo deal for what most video cards alone cost.
