They cannot put milk because it does not fit the FDA's definition of milk. Something like it has to contain "x" % of it to be considered milk. This is why soft serve is not considered ice cream.

Inconsistent government terminology.
I typed this into Google and it stated "Almond milk can be called milk because it performs many of the same functions as milk and has some nutritional value. The FDA also allows plant-based milks like almond milk to be called milk because their names are established by common usage."
I am betting a health organization lobbied for this. Clearly, the soft serve industry lost.
