Manufacturers have begun using additives to their PLA to address shortcomings inherent with PLA. PLA+ is generally regarded as superior to PLA in all aspects but still retains its ease of printing. Rapid filament is for the high speed printers but not necessary if you have a standard speed printer.
Some hobbyist buy whatever is brand cheapest, others find a brand they like and stick with it. Some printers don't do well with the cardboard spools so that turns some folks off as well.
I tend to look for the bulk deals for PLA+ myself because I like to calibrate my printer profile for that specific brand and if I buy in a bulk lot they all often are within a similar spec so I can calibrate once or twice in a batch and be good to go.
Elegoo is regarded as a fine choice at the bottom of the acceptable tier. To be clear you can find cheaper brands from smaller companies or rebranded spools but what's nice about this is you have a reputable name that comes with it and peace of mind.
