I mainly do web app development spinning up multiple docker containers at the same time, do dual boot windows and Linux (gaming in windows obviously), ratio would be 80/20 work vs game

If I remember right Docker let's you chose how many cores to run, so the 9900x could have the advantage there with the 4 more cores it has. And it's not like the 9900x will be bad for gaming, it's just not as fast as the 9800x3d. So in your use case, the dual boot shouldn't matter much between the two, and with your workload seeming to skew more towards favoring multiple cores I'd go with the 9900X.

You know most ppl will spend 500 on a cpu... most ppl aren't button a product that ain't released let alone possibly costing upwards of 1500+. At the end of the day... there will be more ppl buying this cpu and pairing it rx4060/70 class card and that is certainly not a 4k card.

If you can wait, wait for the 9900x3d/9950x3d. Then make your decision.

My delivery date of January 23-25 is now tomorrow. If this comes in stock, and you want it for retail from a store with easy returns, it's probably worth grabbing. Amazon will likely to continue getting stock throughout the next few months.
