3/8" drive size for 1-20 ft/lb range, who could design such a pointless device. Nobody needs it, hence on sale. Standard sizes are:
1/4 - 0-21 ft/lb
3/8 - 15-75 ft/lb
1/2 - 30-250 ft/lb

Typically speaking, the tighter the range, the more precise and accurate the tool will be.

And most of my bit sockets, for torx and allen head bolts that often need to be torqued in this range, are 3/8" drive.

Park Tools [parktool.com] sells a 3/8" drive torque wrench for bicycle mechanics with a range of 2-14 Nm (1.5-10 ft-lbs).
