The 8745H is a much faster CPU than the 6800H on the $204 one. Passmark places it single-threaded at 3758 vs 3244 and multithreaded at 29351 vs 23408.
The smaller process node means less heat generation, so it's going to be able to boost more/longer.
The UM680S is 4800MT/s RAM, while this UM870S is 5600MT/s. I'm not sure it that's a CPU limitation or just what's bundled.
That said, if you already have RAM/SSDs, that barebone is a steal.

**edit** I'm presuming here that this model is barebones like the title suggests but looking at the page I don't think it is. This would make it a much better deal than suggested.

more info
the 8745h specs ar identical to the 7840h.
and the 8845 is identical to 7940 specs with the key issues from 7000 to 8000 is the 8's are using 18% less power. whether that translates to OC ability or undervolting ability hard to tell.
I have a 7940hs in a Asus flow x13 and its incredible. I also have a 8845 in a Gmktec
minipc .
Amd had alot of 7840's out there. This time around it seems that 8845 are in high number. The 8745's should be comperable just havent seen alot of them out there.

You can use an M2 to pcie adapter. You'd also need an external PSU for the GPU. A GPU case would be best but isn't strictly necessary.

What's best though is to buy this and then buy a larger case, a motherboard, a CPU, RAM, SSD, PSU, the GPU, and whatever other parts you need for an actual build for the 4090. 😉 Or, you can skip this and just buy all that. Or, invest your money.
