People just cherry pick the specs that have entered the non-technical realm of understanding so that they have something to complain about as laymen. The same thing happened with engine valve count on cars.
The base Android OS can function on 2GB of RAM and even less if you want to get skimpy.
The complaint from these laymen usually starts at not understanding that consumed memory is a good thing. When they see that the system has very little free memory available, they assume that it's exceeding its capacity and incapable of functioning. The truth is Android's memory management is pretty decent and functions no different than iOS or any other operating system in this regard. Free RAM is wasted RAM.
This is usually where the blame lies when people talk about a device being "slow", when in actuality, the eMMC is hundreds of times slower than the RAM.
Now, I'm sure there's some games out there that do demand a lot of memory. But they also require a faster processor and more storage, so this particular class of tablet wouldn't cut it regardless.

I agree, 4GB is questionable for an Android tablet, anything less than that is unusably slow.

There are years of complaints online about these issues but Google has no interest in maintaining Family Link so has never addressed them. Just the game syncing with Google Play Games is worth it for me to pay for a parental control app to not spend hours trying to copy application data from an old tablet to a new one when the kids old one dies or needs to be upgraded.
I ended up going with Kaspersky SafeKids, which is about as much of a pain to manage as Family Link was, but at least works with these basic features.
