This means only the bottom will heat as evenly as it can, but the perimeter will radiate heat to the sides of the pan. I you have anything close to the perimeter of the bottom, or fill it up to the sides, your food will not cook evenly without you rotating it constantly. Even then, any food that hits the edges is going to lose it's heat quicker, which is bad for obvious cooking reasons.
You want all clad, but not the brand if you are trying to be frugal. There is a better version of this set that is all clad, but it's quite a lot more. I settled on Target's Figment house brand stainless steel pots and pans as they are all clad. They never go on sale, so the 5% off I think they are offering for black Friday is as good as it gets. It's cheap enough compared to the real good all clad stuff that it does not matter. if you are going for better name brands, you will want to look for used or factory seconds. Don't shy away from used, these are darn near indestructible, and at worst you will need to use a lot of bar keepers friend to clean them back to brand new. For crevices use cotton swabs and toothpicks + barkeepers friend.
