The Zen CPUs, like most (if not all) modern CPUs are designed to run as fast as possible within their thermal designs.
Running 'hot' would mean this runs outside of its 95c operating temperature. If it's exceeding that, it's defective because the limiting system isn't functioning as designed. If it's at or below 95, then it's not "hot", it's functioning exactly as intended.
This isn't the old days where architecture and process limitations meant CPUs couldn't exceed 40c. CPUs can safely run at up to 115c with no issue, depending on their design. This can run at 95c all day, every day.
(Intel's 13/14 issues were caused by excessive *power*, not excessive heat. The CPUs that degraded the worst were run at low temperatures, which encouraged the CPUs to request more power. Ironically, the coolest CPUs were damaged the most.)
I had one last year and upgraded it to the 5600 X3D for MSFS. The 5600X runs reasonable on the stock cooler but I'd upgrade soon as the Wraith Stealth isn't the best.

I hardly even use the hp of the 2700x, maybe encoding video. I actually undervolted it and cut off
the turbo. Pulls about 20 less watts avg.
