Here is the combo for $300. The OP is saying buy 2x $100 gift card and save $20. I assume you need to buy that first to apply to the combo. It is definitely convoluted.
Budget, freeing up money for a better GPU for gaming. I paid $129 shipped for a new 5700x3d, $35 for DDR4 3600mhz ram (new), and $60 for an open box Asrock Phantom Gaming B550/w Wi-Fi AM4 motherboard. That savings is the difference between a 6600 and 6700 or 6700 and 6800 GPU, and the 5700x3d can more than hold its own and won't bottleneck those cards.
maybe because this processor will be enough until the AM6 introduction

One of the options on that CPU combo is an mATX board. Slightly cheaper at $293, then the gift card discounts happen. Not the best mobo though, doesn't even have type-C in it.
Overall the deal seems okay. Microcenter was having this CPU for $180, getting RAM and mobo for $120~ more isn't too unreasonable. But not seeing the major sales on AM4 that I'd like here just yet and I'm looking around for a solid build that can do it all on a budget (see: don't want to jump to AM5).

For gaming and power consumption/heat, no.
For almost everything else, yes.
In terms of future proofing, the 7600x will be better but that depends on whether that motherboard and RAM will be relevant in 6 years. If it's anything like AM4 was, those might be technically usable but if you want actual usage on end of life AM5 chips, you'd need to upgrade everything anyway. If that doesn't matter as much to you and you're fine with certain improvements down the road that your machine can do then go for it.

The AiO I have constantly ramps up with this 11900k and driving me nuts with the noise.

Well if you go on YouTube and look up gaming benchmarks of the 5700X3D. The fact that it's almost always on the upper half of the high end CPUs on the market and in some games it beats the Intel i9 14900k and you can get a CPU that does that for about 200$ is pretty amazing. Normally your spending 350-400 or more on a cpu alone to get that kinda gaming performance.

You could sell your existing system and probably pay for this upgrade for free basically and see a pretty strong increase in performance. I have this cpu. It's crazy impressive.

So I recently got the other deal with the Ryzen 7 5700X (no 3D), free 32gb ram, a b550 mobo, and a cooler for $240osh. How does 3D cpu compare? Is it a huge upgrade that it's worth a return and rebuy with this chip?

IMO easy yes if you are going to keep it for any amount of time and game primarily.

The motherboard is just straight up better and worth a premium, but no wifi.

The 5700x3D is the second best gaming chip the AM4 will ever have and the 5800x3D is barely faster.
