The Garmin Fenix 7 Sapphire Solar 47mm Multisport GPS Smartwatch in Black DLC Titanium with Black Band does not support ECG (electrocardiogram) functionality. ECG capabilities are available on select Garmin models equipped with the ELEVATE V5 optical heart rate sensor, such as the Fenix 7 Pro series. The standard Fenix 7 series, including the Sapphire Solar edition, lacks the necessary hardware to perform ECG readings.

I've only seen it valid on the health rings. Pretty sure watches don't count because they serve various purposes outside of health.

In general the answer is NO.

I believe that this watch is categorized as a fitness tracker and it is eligible for HSA only with LMN (letter of medical necessity) from your physician.

Here is a quote from HealthEquity site:

"A fitness tracker device, such as a Fitbit, is only eligible for reimbursement with a Letter of Medical Necessity (LMN) with a flexible spending account (FSA), health savings account (HSA) or a health reimbursement arrangement (HRA). Fitness trackers are not eligible with a dependent care flexible spending account (DCFSA) or a limited-purpose flexible spending account (LPFSA)."

But they are all the same in general.

No you can't without a letter of neccessity. Please be careful and done research instead of listening to advice here.
