As someone not familiar with golf but interested in now. Is this set enough to play at a 9 hole golf course or will I be needing other clubs?
This should be more than enough - and of course you will need a putter… worst case you can share putters if your playing with a buddy but ask around that's the most likely club for your golf buddies to have multiple of maybe they can lend or gift you one

Technically you'd be fine. But you'd also want a bag and a driver. Which will get you the most distance/power. The hybrid is a bigger one but not as good.
It's a great starter set. But you could find complete kits probably around that price,

He's going to need custom clubs for it to be remotely comfortable to play. Either 1 or 2"" in additional length added to each club. Pretty easy at any box box golf store if you're willing to pay for it.
