They sell Target returns and I don't think they check the box. So it's a gamble, mostly positive by the reviews. The returns are free and easy if it's missing something or super used.

I have purchased a bunch of stuff from them and only had to return a vacuum that was listed as new/open box, but it was used with no charger. So it depends on the person returning the item.

I bought one of these last year for around $12. Listed as new. However, what I received looked like an open box return and one of the shelves was cracked on an edge.

So I don't think they check the returns that they get from Target.
