Yup - bought about $1000 worth last year when gamestop had them for $85 just to use on youtube tv and youtube premium.

I pay with my play store balance and no. I'm paying my youtube tv with it and being charged $72.99/month. youtube premium is $139.99/year in the app. I don't think youtube charges their own apps premiums when paying via the apps.

If you go to your Google accounts website. There should be a subscriptions section where you can change payment options to Google play credit.

Not necessarily, you could do it on Android or Web, just not through Apple IAP. You need to subscribe through Google Play (Android) or pay using Google Play Balance (Web via Google Pay interface).
Typically Google would not have any "additional charge"/Premium if you pay through their own channel, just like what Apple do for their own services on iPhone/iPad/Mac.
Beside purchases made through Google Play (IAP & App purchases) on Android, following Google subscriptions could be paid using Google Play Balance: Google One, Nest Aware, YouTube* (TV, Premium, Music Premium), Google Play Pass. (Not exhausive, just the subscriptions I tested/had)
