Looks like the one linked here needs to be plugged into a USB-A port on your laptop or desktop. But there is an "upgraded version" with a power port for an external power source, but it's much pricier.
Source: I am typing this on a keyboard plugged into one to write this.
I am using it for my mouse dongle, mouse charger, wired keyboard, and monitor light. The other version with external power is to keep devices powered if the main usb source is turned off, not because it needs or requires it. So if I wanted to make sure my light still worked when my computer was turned off, that is an option on the other version.
Looks like the USB3 is for the data, optional microUSB port for more power if needed.
Nope, it's for power in case the the USB3 loses power, the devices plugged in don't lose power. For example, you can still charge your phone while your computer is off. Charging is slow in either case, and adding the extra microUSB power doesn't enhance it.

extra power is required to run external drives....
can you confirm this can run 2.5" external HDD?

I have an old Apple SuperDrive (DVD drive) that works only when directly plugged in (using an adapter) to my M4 Mini. Tried to plug it in through an unpowered USB, and the SuperDrive didn't work.

Not sure if it backfeeds either.
If you want to run a bunch of drivse you should probably get a real powered hub.
