For Lowe's they strictly check the registered name and slots reserved but not at homedepot .you can just walk in to homedepot and get a kit .

At my local Home Depot they actually checked individuals names and if you weren't on the list they made those people wait until the end in case they ran out. There were a lot of people there so some people at the end didn't get kits.

Depends on the home depot. The 2 next to me do it different ways (one requiring registration and one just doing first come first serve essentially)

My HD lays them all out on two tables next to the entrance, have seen people grabbing five or six.
