It looks like it's a physical card not a code in a box. But is it worth $20 it's been out for 6 years now. And it's similar to the older games 8 bosses end of game. At least that's what it looks like.
I'll say it's worth it, simply because you can't find the physical version elsewhere. I've waited years for a better price, and instead it went out of stock.

The game is really good, mostly for nostalgia and challenge. However, I found Dr. Wily base bosses extremely hard, and I consider myself a good player (beat Cuphead on Expert).
MM 11 is the best MM I've ever played. I would never have thought there could be one better than MM 2, but the different gears and upgrades available in this game just take it to the next level.

Huge megaman fan and my fav is mega man 2. This one is my 2nd favorite and very good game.
Check out the trailer on YT for mega man in the upcoming anthology show Secret level on Amazon prime. They actually call him Rock.

Agreed. None of the major retailers seem to have it anymore online, though you might still be able to find it at the odd Best Buy or Walmart location. I think I paid $15 for it but that was quite a few years ago when it was still $30 regular price and more readily available.
I enjoyed 8, I felt it was a good effort to return to form after 7. 7 is... wait, what am I talking about again? Haha, there's no MMX7, don't be silly!
Though I also dislike X5 and X6. They're... fine. They replaced good level design and enemy placement with cheap layouts and annoying mob positioning. Their challenge was artificial. And their bargain bin translations, whew!
Getting back to the deal, I would say MM11 is definitely worth $20. Some of the stages are lackluster (can't remember the boss's name, Balloon Man?) and not all of the music is great, but it's still a solid game.
I'd put it by... MM7? MM8? I would still rank the NES originals and 9 and 10 higher, but (in contrast to the MMX series) I would not call any MM game "bad." Eh, maybe MM1 should be closer to the bottom... Probably a rough play for younger audiences.
No one's mentioned this so maybe it's been updated but I bought this on the Switch, physical version, when it came out… and there's a noticeable input delay with the jumps. And if you are a Mega Man fan, you'll know how important jumping is throughout the game. It was extremely weird and hard to get used to dodging projectiles. Never had this issue with previous Mega Man titles. There were Reddit threads about the input delay. Game was great otherwise but the experience was frustrating and I never replayed it after beating it.
Loved 11, think it's a top-3 MM. The Double Gear mechanic is a great addition (though I never got much use out of the strengthening part), helping you modulate difficulty if you like. I really loved the soundtracks, both regular and DLC, though I found it was necessary to turn it up in the mix settings, otherwise it gets lost in the background and just becomes more beeps and boops.

Anyway, MM11: it ain't bad.
X series is more free flowing.
