Air vs water, imo only matters if you are overclocking (if mobo even supports) or pegging the CPU 24/7 at 100% utilization. Otherwise air might be better in terms of longevity/maintainence. Closed loop water systems sometimes get air bubbles in the line, and/or pumps fail which is generally more dire than a fan dying on top of a heatsink, and more of a process to repair.

Tough to say. Processor are on par I believe, 13600 has slight edge, but ryzen runs at ~1/2 the power. On this one and GPU is better 4060ti vs 4060.
All that said, not sure 4060 to 4060ti justifies $300 difference. Also not sure if the component quality is very different (e.g. mobo, psu, etc.)

I have bought 2x ibuypower from walmart (and looked at pics of others) they are better than one might expect. Decent PSU and wiring is very clean.
I have one at home that came with a Gigabyte MB, one I bought as a gift that had an MSI and I have seen a few with Asrock.
