For around $300 you can get a 16GB 7600XT and that's going to be a better buy overall for rasterization. Ray tracing is a non-factor in this price range.

This is 4060Ti not 4060.
The 4060Ti generally outperforms RX 7600XT in most games. (there are some exceptions but most games run with higher FPS with 4060 Ti sometimes by a large margin of up to 20% or more)
The importance of having 16GB VRAM is overrated. Only a small set of games really benefit a lot from going from 8GB to16GB VRAM at the moment. Even 4060 is usually comparable or even sometimes outperform RX 7600 XT. 4060Ti at 360 is a good deal if not great.

There are numerous videos now comparing the 8GB 4060Ti to the 16GB 4060Ti, and absolutely no one should be buying the 8GB version unless it's under $200. Just watch that video to see why 8GB is broken in modern titles, and why it's only going to become more broken.

Normally you compare RX 7600 XT against 4060 not Ti. They are not the same grade. Also it depends on the workload. I mostly play 1080p and sometimes 2K. So 16GB is overkill also if I want 16GB I'd go with 4070 Ti Super, that's a totally different price range.
