You aren't making a direct comparison.
Two of the 3 pieces at HD are different than the TSC set. They may be roughly the same storage area, but those 2 pieces in the TSC set have more features and still cost more than the ones in the HD set. The HD bottom box is generally about $30, the TSC one with the wheels and handle usually runs around $70-75, and very rarely goes on sale for $50. The HD top box is often on sale for $15-18, while the one in the TSC kit has not been below $27 in years. You would be hard-pressed to buy the same 3 TSC boxes right now for under $125 anywhere else. So no, not really "normal price".

This is a pretty small set. The three pieces minus the wheels and handle are $78 non-sale price at Home Depot too. So this seems like a normal price for this small stack set.

You aren't making a direct comparison.

I guess I thought the two top boxes were the same. Smaller isn't a bad thing. Sometimes you need easier mobility. If this is a good deal then I take it back.

I just bought the 3 piece Craftsman tradestack for the same amount and it's huge. It will also hold DeWalt pieces if you don't mind having red and yellow together

I use Rigid so people think I'm too cheap for nicer tools to be inside. I bought a used set of boxes too so I can do whatever I need, if I have to chop them up for a custom mount or whatever. I have a few vehicles I'm working with and some camping setups.

I bought the Stanley version of this 3-piece kit from Sears on clearance for something like $50, if that gives you an indication of how well it holds up for homeowner use. What they don't show in the pictures is that the bottom rolling box has a small removable tray inside.

Edit: Folks voting useful additional data as unhelpful? Or do your small brains not comprehend that I'm saying it has lasted me a very long time and think I'm somehow insulting the product?

Do any of these have a bottom piece without a top like the husky rolling toolbox? Seems like every other one the bottom part of the rolling system has a top and without the top you can't connect anything

This thing sucks. I started off with this piece a crap a few years back and then got a pack out and never looked back.

Ive headed a mix of these for 5+ years without issue. Good enough for homeowner use and helping people with renovations.

Packout is definitely higher quality, but it's over 3x the cost.

It really depends on your use cases... If you're in trades with a different job site daily, absolutely do not buy these! Only use Milwaukee Packout, DeWalt ToughSystem 2.0, or Klein ModBox. Not only will these lighter duty systems not last as long, you'll get laughed off the job site by apprentices who already drank the red/yellow koolaid.
I started with Packout because I convinced myself I "needed the best," but I'm just an aggressive DIY homeowner and only move my boxes around a few times a month at most. I LOVE the quality of Packout, but honestly every time I see DeWalt TSTAK, Craftsman Tradestack, and Ryobi Link stuff on sale for these prices, I really wish I'd gone with the cheaper boxes and bought way, way more of them for the money. As it stands now, I have to constantly tell myself "you don't need a $60 portable, bomb-proof box for the grinder that can just sit in a bag on the garage wall."
Bottom line - it doesn't suck, it just has a different purpose.
