Two of the 3 pieces at HD are different than the TSC set. They may be roughly the same storage area, but those 2 pieces in the TSC set have more features and still cost more than the ones in the HD set. The HD bottom box is generally about $30, the TSC one with the wheels and handle usually runs around $70-75, and very rarely goes on sale for $50. The HD top box is often on sale for $15-18, while the one in the TSC kit has not been below $27 in years. You would be hard-pressed to buy the same 3 TSC boxes right now for under $125 anywhere else. So no, not really "normal price".

I just bought the 3 piece Craftsman tradestack for the same amount and it's huge. It will also hold DeWalt pieces if you don't mind having red and yellow together

Packout is definitely higher quality, but it's over 3x the cost.

I started with Packout because I convinced myself I "needed the best," but I'm just an aggressive DIY homeowner and only move my boxes around a few times a month at most. I LOVE the quality of Packout, but honestly every time I see DeWalt TSTAK, Craftsman Tradestack, and Ryobi Link stuff on sale for these prices, I really wish I'd gone with the cheaper boxes and bought way, way more of them for the money. As it stands now, I have to constantly tell myself "you don't need a $60 portable, bomb-proof box for the grinder that can just sit in a bag on the garage wall."
Bottom line - it doesn't suck, it just has a different purpose.
