I am curious as to their algorithm or reason one cirlce account gets something different than others. Is it amount spent? Or number of target circle deals used previously?

Amount spent and how long your account has been dormant. Long time back I created a secondary account which I hardly use and that one always gets better circle bonus while my primary one gets the crappiest one like spend $400 twice we will give you $10 in rewards. While the inactive acct got 15% off this week and a few weeks back 20% off. Sadly, I just don't have any big ticket item to purchase to avail these nice offers so I just let them expire.

My wife has an account that gets a good amount of spend. I have an account I've bought maybe two things in 5 years. Neither account has any offer except a free gingerbread house if you sign up for Circle 360.

I've spent a ton of money at this damn store and have never once been eligible for these deals.. I'd be curious to know what drives their selection process.
