Personally I see those as two different things.
Shop vacs are not great for floors as they miss the fine dirt. Upright vacuums aren't good for cars as they lack the suction power. If you are only getting one, I'd get the vacuum but ideally you have two tools.

I just bought the rigid 16-gal shop vac from home depot for $60. Bigger size and not as much attachments as this.
