Vouchers will be available in a two-tier system based on income. People earning a gross annual income less than 300% of the Federal Poverty Level (FPL) would be eligible for a $1,750 voucher.
People earning below 225% of the FPL or living in certain low-income communities will receive a $2,000 voucher.

You must not be poor
and please lets stop making absurd comparisons among expensive gifts that are paid for by someone else (e.g giving ebikes). And just helping to reduce the costs for someone who actually is generating income, workplaces and prestige points for the country. because if you absolutely must choose one over another - I would much rather prefer working places further away that are unreachable for some vs tons of people on ebikes but no places to go.
Let's better compare something you can compare. E.g. spending a couple of mills supporting more bus routes so that transportation is available for everyone instead of some lucky few because that's where the actual problem is.
