I still had $400 in Instacart credits locked up in the account, so I had to keep escalating with Costco to force Instacart to unban me. That took 1 week to resolve but they were able to do it on my behalf.
Just an anecdote, but didn't realize the risk of having Instacart gift cards tied to the account as opposed to normal gift cards was. If it weren't for Costco customer service, I would have been out $320 from the Instacart ban.
EDIT: requirement is $100+ pre-tax
Purchased the Mona Lisa and Harry Potter Mandrake Lego sets as gifts which came to just under $100 and it didn't appear to apply so I added bananas to get over $100
Utilizing a 2nd $100 Instacart gift card for $80 would eg bring a 10th gen iPad costing $255 to an effective out of pocket cost of $185
Side note: if you decide to buy $130 of total goods then you apply the $30 promo then your effective discount becomes out-of-pocket cost of $80 (effective cost of 61.5 cents per dollar) if you spend all hundred dollars of the gift card - but if you purchase $100 in goods only and then apply the $30 coupon then your effective discount is the $56 for $100 - really insignificant point in case people don't realize they will have $30 left on their gift card but that is to get the highest discount possible minus the in-app item sales

I wanted to (re-)buy the iPad 10th gen w/ this deal + Instacart eGCs from Costco and goal was to save $50 or more over my online order.
Previously I had placed an order for the iPad 10th gen online for $250+Tax for a total of $277.xx. Incidentally it was delayed by 10 days so decided to take a chance w/ this deal and hoping to get the iPad early and $50 cheaper.
On Instacart same day the iPad has $12-$13 mark up, for my area (Redmond, WA).
First, I placed an order for 2 eGCs on Costco and the first order was canceled in 2 mins. So I decided to delete and re-add my payment method on Costco.com and also ensured that billing and shipping names and addresses match. I then placed another order of 2eGCs and it arrived in my inbox 17 min later.
I went back to Instacart Sameday and placed the order with the $30 coupon, 2eGCs and Amex card, with $5 tip, in the end saving me ~$56 even after paying Instacart markup and $5 tip + a bit higher tax.
So if someone is wondering, yes - you can buy 2eGCs in a single order on Costco.com and yes, you can apply at least 2eGCs along with the promo code in a single order. I hope Instacart delivers the iPad. I will post back soon.
