I still had $400 in Instacart credits locked up in the account, so I had to keep escalating with Costco to force Instacart to unban me. That took 1 week to resolve but they were able to do it on my behalf.
Just an anecdote, but didn't realize the risk of having Instacart gift cards tied to the account as opposed to normal gift cards was. If it weren't for Costco customer service, I would have been out $320 from the Instacart ban.
EDIT: requirement is $100+ pre-tax
Purchased the Mona Lisa and Harry Potter Mandrake Lego sets as gifts which came to just under $100 and it didn't appear to apply so I added bananas to get over $100
Utilizing a 2nd $100 Instacart gift card for $80 would eg bring a 10th gen iPad costing $255 to an effective out of pocket cost of $185
Side note: if you decide to buy $130 of total goods then you apply the $30 promo then your effective discount becomes out-of-pocket cost of $80 (effective cost of 61.5 cents per dollar) if you spend all hundred dollars of the gift card - but if you purchase $100 in goods only and then apply the $30 coupon then your effective discount is the $56 for $100 - really insignificant point in case people don't realize they will have $30 left on their gift card but that is to get the highest discount possible minus the in-app item sales

The sequence of actions makes a difference. The order total falls below $100 at any given time, the discount falls off and does NOT come back even if your final order total exceeds $100. The Customer service refused to offer a resolution on this and could not point me to the terms and conditions which backup his/her statement. I am fighting over this to have it resolved. This is the most nonsense and ridiculous explanation coming from a customer service rep I have ever had. If they refuse to honor this promo discount, this could very well be my last instacart experience and a potential credit card dispute.
