I selected my pickup location as Amazon Fresh but I'm still seeing $8.49. Am I missing something or this is targeted?

I think you need be on the Amazon Fresh portion of the Amazon.com. I believe by just picking from Amazon Fresh location you are still ordering from Amazon.com

Edit: if the link does not work, just search for Amazon fresh first Amazon website/app. Then within Amazon Fresh search for Hershey Kisses. This was the first item that showed up in the results for $4.08. Hope it works for you.

Yes, there is definitely a minimum order amount (I believe $35) and tip for delivery. However, I did store pickup as I was going that way anyways. While I was there I bought a few more of these and also some Lindt/Ghirardelli/Lily 3-4 oz bars as they were on sale for less than $1. Not all bars were on sale though just some less popular ones I guess. My kids love white chocolate and caramel ones and they were on sale.

Didn't even look at the expiration date. They arrived yesterday. Opened and ate one or two. Taste & texture awful. Think dusty chocolate. Requested refund
