Walmart doesn't use promo codes when selling directly. The price you're seeing is through a reseller, which is why you're seeing the $14.65.

It's possible the price might return if Walmart gets more inventory, but since it's a clearance item, I wouldn't hold my breath. I did grab a pair last time it was available, and they are nice and made a huge difference in my hiking boots if you're able to grab a pair should they come back up for $3.
