For ten bucks? Sure. Not the slickest deal ever (it doesn't include a thermometer or fragrance oils, but those are both optional) but pretty darn good. The wax alone likely costs over half of what you're paying for this whole kit.
You'll need to melt the wax using a double boiler method, so keep in mind that metal pitcher will need to fit into a saucepan at your house, most likely. I bought a ton of similar kits from a regional 'big lots' type store (Ocean State Job Lot for all you southern New Englanders) and these make awesome gifts, especially when paired with an extra bag of soy flakes.
You can purchase candle wax flakes/beads/blocks from a ton of places, including Amazon (which is usually a good deal because you can get free Prime shipping regardless of how much weight your order is). Or you can buy scented wax melts on super-clearance from department stores/Yankee Candle and melt them down into your own container to make a bootleg designer candle for a fraction of the price. Hit up Dollar Tree for tons of inexpensive small glass container options. This is such a fun activity to do with friends and/or kids!

is this a good deal to get the basic tools and purchase wax later?

Lowest price ever according to CcC and an A rating on Fakespot. Dabbled with this as a kid, looks like a fun hobby to try for $10.
On a side note, any reason to use soy flakes over wax beads? Yea, yea I'll be doing some Googling.
Double side note, we have both Ocean State Job Lot AND Big Lots! here in Newburgh, NY.
