All of these detergent packs come in some kind of plastic

They are probably referring to municipal water which has a small amount of chlorine (depending on your city of course).

Levels/concentration matter so it's not a very good comparison.

Cascade is a chlorine based cleaner. This is not. So it is not as toxic. Your plates could have toxic residue so that is why people buy these.

I mean in terms of cleaning I like has cascade is strong and has dawn built in .. but cascade is more expensive so trying to find similar quality as cascade but cheaper
