All of these detergent packs come in some kind of plastic

They are probably referring to municipal water which has a small amount of chlorine (depending on your city of course).

Levels/concentration matter so it's not a very good comparison.

The question people need to ask is do you really need spot free dishes at the expense of your health? Mainstream dishsoap leaves tons of chemical residue to make it look shiny that is terrible for your digestive system. Lots of other options out there even at Costco like Nellies, and The Unscented Company.

The weirdest thing about previous powders I would use is the clumping. Hated that part so much as it was literally just under the sink & closed up.

It sounds like you might have an under sink humidity problem

Maybe use gel instead
