Yes. Since it's Android. What you do is create a minor (<13 yrs old) Google account. Then add that account to your Google Family. Then login to that account when setting up this phone. From there you can manage screentime length and schedules, plus block or allow different apps. As long as you stick with Google Chrome as the only browser on the phone you can set what websites are allowed and the maturity level of search results. Some other Google apps also allow you to set maturity level allowed.

It takes some configuring, but I've had good experiences with using Google Family to manage my kids devices.
I've done the following several times without issue. Usually the chat portion is completed within 30 minutes. You won't have to do much more than provide validation that you're in possession of both phones (they'll send a text to each phone at points during the chat) and keep the conversation open (basically respond after each time they chat to you even if it's just "ok" to their "please continue to hold").

1. Go to the web to find the current minutes, messages, data, and days remaining on your permanent phone.
2. Activate your "donor" phone on the same account.
3. Go to the web to find the current minutes, messages, data, and days remaining on your new, donor phone.
4. Go to support.tracfone.com and scroll down to and click "Chat with Support".
5. Populate the message template below with details of your donor phone and permanent phone and share with the CSR.

Very likely. You can still text UNLOCK to 611611 and it should report an unlock date (day 61). The reason to recommend 1-2 days wait before transferring to the 2nd phone is so that TF would register the phone's activation status, and if anything went wrong, it's easier to tell the chat/call agent the phone you had issue with (by activation date).

I see, so I activated both phones at the same time already. After 48 hours, can I contact customer service to merge the service from phone 1 to phone 2 and then wait for 60 days for both phones to unlock? This would save 2 months service time from phone 1. Other users consistently report that TF CSRs are hit or miss. Best to do one's research on how to stack plans on existing line before attempting. FEX, many users recommending waiting at least 24 hours before stacking the second phone's service/time to make sure everything is working and totaled correctly. I've stacked one phone/service on two different occasions through the online account portal without incident.

Normally I'd recommend to activate 1st phone, wait a day or two to make sure everything is working (and maybe for TF server to register it correctly or if anything went wrong, chat/call agent would know which phone you had issue with from activation date), then DIY [reddit.com] to transfer service to 2nd phone.
Since you already activated both phones, (assuming they are in the same account), you need to chat with or call TF to combine the service of two active lines. Text UNLOCK to 611611 (sometimes twice) to get an unlock date, then get the balance (text BAL or USAGE to 611611 and screenshots) for each before contacting TF.

Thanks, just to double check that if I transfer all services from phone 1 to phone 2, phone 1 would still on the course of being unlocked after 60 days?

Unfortunately Tracfone uses the previous phone's unlock status/date. All my QVC/HSN phones bundled with service plans got unlocked 60 days after activation/service transfers (I did wait a day or two between service transfers).

updated the phones and i can't find where it tells me the network lock status. The other phones have that in the about system menu ....

Yes, that is correct (text UNLOCK to 611611 is not a requirement for unlock). Phone 1 will have no active service, but the phone number may still show in settings.
All my QVC/HSN phones bundled with service plans got unlocked 60 days (a day early than the reported date by 611611) after activation/service transfers, and some of them only had 1-2 days of service.
