Wait did I miss something? Didn't AMD skip 8000 series?

It's a recently released chip. This is the least expensive CPU you can get currently on the AM5 platform. Fortunately it would be completely upgradable to any Ryzen 7000 or 9000 series CPUs down the road. Unfortunately, it is a seriously cut down version of even the cheapest 7000 series with fewer PCI-e lanes and only 16 MB of L3 cache. It is mostly adequate with the included GPU, but future upgrades to higher powered GPUs will show this weakness to a greater extent when it comes to gaming performance.

The Ryzen 8000 chips are derived from AMD's laptop chips; F versions have the iGPU disabled (not a huge deal when you have a discrete card like this). Because they are based off the laptop chips they have less L3 cache and generally perform worse than the proper 7000 or 9000 series desktop chips, but on the plus side they are quite light on the power usage.

Not really could probably build at similar price and actually not get a crippled CPU and likely a single stick of memory.

It's ok for 1080p gaming. If your able to build yourself you can probably get a better cpu like 7500f /7600x and a better gpu like 6750xt for around the same price here.

Not bad, anything below $800 for a RTX 4060 is not bad, but it is not great. 8400F is "fine", 4060 is "fine", and 16GB DDR5 is "fine". You will be able to play anything nowadays without going crazy, but I am not sure during how long.
