I don't own any of these (on Steam) and this collection comes up $29.84 for me as well.
And as soon as I added to my library, the price for "both": "Dying Light Enhanced 10th Anniversary Edition" & "Dying Light 2: Digital Extras Edition" went down to $21.47, because all the available options from the first Dying Light are already in my library, and I will be paying only for the second, like this:
