Either way, you are going to pay for the SD cards because they aren't free.

Not only is the image quality better with these but there is no cool down and you can record 24/7. It's apples and oranges imo. Tapo's wired cameras are so good and I am all in on them. They check all the boxes. I tried their battery cameras once and was extremely disappointed in their range, plus of course no 24/7 recording with a battery camera. But their wired cameras are stellar.
My only gripe is that they don't have a standard threaded hole for mounting to third party camera mounts. But I have MacGyver'ed ways to attach them to camera mounts when needed (when I want to install the camera without drilling holes and there isn't anything magnetic to attach to).
I can't think of any product I've ever bought that came with an SD card. Besides, these cameras are best with high endurance cameras for 24/7 recording. So you know what would happen if Tapo did what you suggest? You and others would probably say "I wish Tapo wouldn't include these crap SD cards that I won't use and charge less for the camera!" That is 10000% what would happen, and it's what I would say too.
Others would say "I'm only using this for live monitoring/I'm going to use the cloud service and I don't want to pay for an SD card I won't use!"
A few months later others would say "These crap SD cards only lasted a few months before they failed! Tapo SD cards suck and I already have to buy new ones!" Or "16GB is too small! I don't want to pay for extra for useless cards!" I can go on...
If someone can't afford to pay for the cameras at this price and pay for SD cards too, they probably don't own anything that needs protection.

24/7 recording is not useful to me because I don'r want to spend hours scanning looking for an event. Been there done that with an old dvr,
Smart motion detection and close to instant remote notification of events with the ability to rapidly and reliably pull up a live stream during an event are most important.
Security camera? All of these wi-fi cams are being defeated by thieves. They are really only helpful as an adjunct to a wired professionally monitored security system.

Not sure what kind of 24/7 recording you experienced before but any good system (which includes Tapo) will record 24/7 and also show you events in the timeline, so you can jump right to the flagged events. But you don't lose any of the before and after footage like you always do with non 24/7 recording. With Blink, Ring, Wyze, etc you almost always lose the beginning of the event and you often lose the end of the event. With 24/7 you have everything and lose nothing.
As for wired cameras I would argue that they are no better than wireless cameras and both have pros and cons. I'm not going to get into that discussion on SD though. I already know the objections and not worth my time to counter them. I will just say is that no wired or wireless camera has ever stopped a crime (unless professionally monitored) and it's extremely rare that security footage leads to anyone's arrest. "Wired professionally monitored security system" is even more worthless than cameras.
These Tapo cameras are very much in a sweet spot of very low price and very high functionality. Especially their C120 cameras, which are also on sale and pack an insane amount of functionality into a tiny camera for under $25.
