So is this a scam what? My dad just asked me about this.
"from a certain point of view"
In all likelihood someone is reselling a business' Volume License Keys against the terms of their license. MS isn't getting paid for your "purchase". So while it is a real key and will activate and work (...probably) MS could deactivate it at any time. They rarely crack down on this though
you get a (at least short term) working copy of the software
the key reseller gets money. Woot/StackSocial/Groupon gets money. Slickdeals gets money. MS gets no money.
You are purchasing a product key here, not a license. According to the Microsoft license terms, this product key is for one-time activation only. Key functionality may not be guaranteed if the device is modified or reinstalled. Use on multiple devices is not allowed.

grey market key (valid but not supposed to be resold)
Essentially a business buys say 10K keys but only use 9K. Someone in the IT dept saw this and is reselling the unused keys.
Not 100% legal but MS does not seem to care
can be found for a few bucks (usually under $5) on many sites
