The iPad mini is mid-range kinda like a smaller iPad Air. It's not entry-level like the regular iPad.
The mini doesn't support Magic Keyboard due to size and has A17 Pro instead of M2 (likely due to thermal and power consideration). However, it's got mostly the same other features as the Air - laminated display, 8GB RAM, 128GB base storage, etc.

I agree. The small form factor is appealing for some consumers yet the 9.7 seems to always be priced lower.
