I'm still using my dell inspiron 7559 from 2016, it only has 8gb ram and works great still. I use it for watching movies, web browsing, play games on steam, it works fine for me. My typical games are warcraft, day of defeat, battlefield 1942 "desert combat mod", friday the 13th, resident evil. I haven't had issues with any of my steam games. Most games I believe will run on 8gb of ram, maybe not all games fun at max settings on 8gb but they run. The video card is usually the thing that determines what type of games can be played though, but my laptop is old, so the vid card is old and still runs games fine.
Good price for what you're getting but just keep in mind that gaming is basically a no-go here for demanding titles made in the last decade even on low quality with FSR performance. It's got one quarter the number of compute units as a Steam Deck.

The game they're showing in the marketing materials ... the GPU here doesn't even come close to meeting the minimum requirements. It needs to be 5x faster!

Also 10% cashback on Dell for laptops from one of the more popular cashback sites. If you search for 'dell cashback sites' you can find it in the first few hits below ads.
(sorry, I'd name it but slickdeals has deleted posts about cashback sites)


And for ~$225 or ~200 after cashback this is a good deal. Its a fairly wimpy spec, but still plenty good enough for what most people need and use a basic laptop for. I got my son a similar spec Dell laptop for middle school and its been fine for his daily school use.

I'd think so, but might depend a little on the specific specs. of your old laptop. What I can tell from quick search is the HP 650 G2 were ~9 years old and using 6000 series Intel processors. The CPU in this is much better than a 9 year old laptop CPU generally.
However this laptop only has 8GB and your older laptop might have 16GB. Also the build quality or screen of this may be worse than your old laptop.

On steam store it says minimum ram needed for that game is 1gb.
This laptop looks like the limitation for games is with the video card, steam store says minimum vid card should be "Graphics: GeForce 4+/ Radeon 8500", so as long as the video card in this laptop is comparable to what the steam store says is needed for red alert 2, it should play fine, ram is not the issue.
