I believe this is only for the capital one cards that earn miles. Those can be transferred to JetBlue. Not dollar reward accruing cards.
The exchange rate for capital one points isn't great, but both citi and chase cards transfer to jetblue 1:1, so you can use those transfers to add more points, if it suits your situation.
It's looking like that unfortunately, bummer.

Also, amex runs occasional promos to transfer 1:1.25. Normally just 1:1
