anyone else feel like the ebay adidas stuff is just a step or two lower in quality?

i got some shorts that didn't survive 2 washes

No, it's the stuff that's in sale but not everything.
Also they never seem to have matching top and bottom on sale. I just got the off white and green top hoodie, very nice quality for $15 and it's perfect for spring. But there is no matching bottom on sale.
Other items like shoes, shorts and shirts were all sub par quality.

I feel like the quality of the brand has declined in recent years. The cotton decrease is one indication of price saving measures over quality.
