So are they "New, sealed in packaging" or "Gamestop New" in which they are clearly opened, the staff member will claim, "that's just the display copy" yet the Nintendo Gold Coins on the card are already claimed?

Most of these games are over a year old so the gold points are expired

Gamestop has been doing this for almost a decade, maybe longer. Metroid Samus Returns 2017 was the first time I recall them doing this to me but there were complaints online before that.

Fyi 2k is shutting down the PGA 2k21 servers this year. So the game I bought for myself and family to play remotely will no longer be playable together. I submitted a ticket requesting the ability to host our own servers. I am not saying they will shut down this game's servers, I just wanted you to be aware.

So while they are ending parts of the gold points program ~3 weeks from now, even after that date you should still be able to collect them on physical games released within the past year and redeem them for the next year as usual though.
